The people watching were outraged, but the young man has been going around stealing things. He got picked up by the police for stealing a potato chip bag from a store.
When a child begins to act far too out of hand, sometimes parents go to extremes. There, the generals would scream at the children, and make them act right. Not everyone sends their children away.
